Why does the connection date matter more than planning?
Because the electrical work is scheduled backwards from it. A project with planning and no date can wait years; a project with a firm date has to order its transformer this quarter.
Does it include distribution-connected projects?
Yes, where the connection is recorded with a capacity and a date. The card says which voltage level, so you can skip the ones that are not yours.
