A recycler cannot start shredding a new material, or double what it takes through the gate, until its permit says it may. The permit names the material, the tonnes and the operations, which is very nearly a specification for the plant that has to be bought.

Don't the trade papers already report new waste sites?
Some of them, when they are large or controversial. Most permit changes are neither, and they never make the news. The card reaches every one, with the tonnage and the materials in a form you can act on.
